Definition:
An exchange-based approach to achieve pollution abatement goals set by environmental regulations that place a "cap" on emissions. A credit or offset is given to providers of pollution abatement. Regulated firms who cannot economically meet their abatement obligations can purchase credits from those who can produce credits at a cost lower than the expected market price.
