Individuals, organizations, and government agencies who are involved in regulating and enforcing the treament of animals. Stakeholders may include individuals (e.g. veterinarians, animal welfare inspectors, animal care staff) or corporate bodies (Animal and Plant Health Inspection Service, Institutional Animal Care and Use Committees, and non-governmental and nonprofit organizations (such as humane societies).
